Between the small apartment building, the single-family homes, the old convenience store and the large department store which is the tallest and do any of them have flat roofs or balconies?

The Apartment complex is the tallest. The department store has a flat roof. The apartment complex would if half the roof wasn't crumbled in on it'self (Just the roof). There is also a old Liquor store that has a flat roof. The others are not flat.
